Sourcing
Ensuring appropriate market approach is taken to secure the required products and services using various methods including competitive bidding events such as requests for quotation (RFQ), requests for proposals (RFP), requests for information (RFI), or requests for tender (RFT).
Level 1 Introductory: Demonstrates introductory understanding and ability and, with guidance, applies the competency in a few, simple situations. Can direct people to the appropriate source for further information.
BEHAVIORS

Level 3 Intermediate: Demonstrates solid knowledge and ability, and can apply the competency, with minimal or no guidance, in the full range of typical situations. Would require guidance to handle novel or more complex situations.

- Develops useable and effective terms and conditions.
- Adapts standard acquisition terms within the parameters of the organization’s policies and principles.
- Selects evaluation models appropriate for the specific needs of each requested process.

- Drafts detailed, unique pre-qualification questionnaires for complex purchase actions.

- Advises others of appropriate sources of information (industry indices) based on good knowledge of supplier markets.
- Interprets commercial models for procurement.

- Plans and coordinates the entire sourcing work plan across the organization or assigned portfolio of end-users.
- Ensures user/organizational requirements in contractors' specifications reflect the organization's policies and principles.
