Promoting Interoperability Hardship Exception

For practices that inquire about the Promoting Interoperability Hardship Exception

1. Verify their eligibility for MIPS/small practice status

2. Respond with identifying whether the provider is eligible, and if eligible, a variation of the following text:

We recommend our small practices apply for the Promoting Interoperability Hardship Application for each eligible provider before the deadline of DECEMBER 31, 2019.

Approval on this application will reweight the Promoting Interoperability into Quality Measures, which will be communicated to you via email. The reweighting can be nullified by simply submitting data in the Promoting Interoperability category, so if you end up performing well in this category, you can get it back. You haven't hurt your chances at improving your score.

In the application the top of the document pertains to the provider. Section 1 pertains to the person submitting on his (or her behalf). Fill out both of these sections.

Since you'll be requesting the hardship because you're a small practice, you want to scroll down to section 2.5 and check that the provider is in a small practice (CMS defines a small practice as fewer than 15 providers).

Then click to certify, enter the submitter's name, and click submit in the lower right corner.

3. When the practice responds "Yes" to needing Assistance, do the following:

4. When the practice returns the signed MIPS Assistance EULA, begin Attestation Assistance protocol & have them verify they can log into QPP portal. Follow up once a week if the EULA is not returned.
