Level 2 Basic: Demonstrates basic knowledge and ability and, with guidance, can apply the competency in common situations that present limited difficulties.

Level 3 Intermediate: Demonstrates solid knowledge and ability, and can apply the competency, with minimal or no guidance, in the full range of typical situations. Would require guidance to handle novel or more complex situations.

- Applies legislation, policies, procedures and standards in situations presenting unique challenges.
- Suggests amendments to improve the effectiveness of policies, procedures and standards.
- Identifies the impacts of employment legislation on the organization's HR policies and standards and recommends changes as required.

- Takes into account relevant legislation, policies, procedures or standards in other domains that impact how the organization manages its employees.
- Coaches others in issues related to employment legislation, policies, procedures and/or standards.
- Advises other HR professionals and organizational peers on complex employment issues.
- Provides input to/drafts of new or changes to employment policies, procedures and/or standards.

Level 5 Expert: Demonstrates expert knowledge and ability, and can apply the competency in the most complex situations. Develops new approaches, methods or policies in the area. Is recognized as an expert, internally and/or externally.

- Resolves broad, complex human resources management/employment issues involving legislation, polices, procedures or standards.
- Challenges standard interpretations of existing legislation, policy, procedures and/or standards to ensure optimal application of the intent of the legislation, policy, etc.
- Prepares and champions ground breaking organizational policies, procedures and/or standards involving multiple-stakeholders.
- Maintains an understanding of new or changing employment legislation and how it might impact the organization.
