Guidelines: If denominator >100, cannot take exclusion
Problem: Denominator <100- cannot take exclusion. Attestation site not allowing submission of measure with "0" in numerator.
Resolution: CMS reports must either have a # in numerator, or take the exclusion.

Thank you for calling the QPP service center. Today you called in with questions regarding submitting PI data. You are showing 8/9 measures completed but you have completed all 9. After reviewing the screenshots, We have determined that the measure for Support Electronic Referral Loops By Sending Health Information needs to be excluded. You must have at least a 1 in the numerator if your denominator is not 0. If you do not have at least a 1 then it needs to be excluded.
